Using Multi-Lateral and Bi-Lateral Trade Agreements to Obtain Significant New Market Access for Professional Services Practitioners
The United States is the most competitive global provider of services of all kinds, especially business services like professional services. Foreigners bought (in-sourced) $131 billion of US business services last year, compared to US purchases (out-sourcing) of such services totaling $70 billion. US providers maintain this edge in spite of very significant foreign barriers to US services exports. US services suppliers have thus taken a strong interest in expanding their international business by removing barriers to cross-border trade, investment and the movement of key business personnel.

Mr. Vastine discusses the efforts our government is making, with strong industry engagement and support, to loosen trade barriers, and the implications and opportunities for services providers.

Prior to joining CSI, Vastine served as President of the Congressional Economic Leadership Institute. Other government assignments included Deputy Assistant Secretary of the Treasury for International Trade, Vice President of the Resolution Trust Corporation Oversight Board, Staff Director of the Senate Republican Conference, and Staff Director of the Senate Committee on Government Affairs.

Ambassador Lader served in President Clinton's Cabinet as Administrator of the U.S. Small Business Administration and was White House Deputy Chief of Staff and Assistant to the President as well as Deputy Director of the Office of Management and Budget.

Services in Expanding Markets - Impediments and Challenges to Greater EU Business Integration
Europe has already had a considerable amount of business consolidation across a number of industries. Some have been controversial and there is a backlash. In fact, some proposed consolidations don't make a lot of sense, either from the point of view of existing shareholders or from a broader economic perspective. But many effective combinations can be crafted and these will increasingly cut across national lines. The reason: stiff global competition, not only from the US but increasingly from Asia. Getting efficiencies through economies of scope and scale is a necessary ingredient for staying competitive. So too are advanced research and development activities, where many observers feel Europe has been falling behind, at least in several high tech areas. Therefore, European government and business leaders have to walk a fine line: not rushing into mergers that don't make sense but not foregoing the possibilities of fruitful combinations or joint ventures that will lead to higher productivity.
