Profile

Ms. Palma´s experience is in the area of International Trade and Customs, including trade compliance, trade regulation, WTO law, export and import procedures, international investment law, and regional trade agreements.   Carolina Palma was a negotiator with the Ministry of Foreign Trade of Costa Rica (COMEX) when the Free Trade Agreement with the European Union was concluded, DR-CAFTA was implemented and she also contributed to the group in charge of Investment Disputes and Litigation in four of the largest investor-State cases against the Republic of Costa Rica .  She was a legal advisor to the Embassy of Costa Rica in China and she has been a researcher and a professor with the World Trade Institute, the University of Renmin in China and the University of Costa Rica. Moreover, Ms. Palma has participated as a panelist for the WTO, the ICTSD, the UNCTAD, the YAF, the ICC, the SIECA, INCAE Business School, Cornell University, and Georgetown University, among others.  Currently, she teaches the courses Multilateral Trade and Market Access at the University of Costa Rica.   Her publications include a wide range of topics on trade issues, such as: Costa Rican adhesion to the Pacific Alliance, Market Access in the Pacific Alliance, China´s Food Security Policy, Chinese Developing Zones, WTO Dispute Settlement, and Regional Integration in the Free Trade Agreement Central America-EU.
