Profile


HB is a director at ENSafrica in the competition department.


HB started off his career working for the Competition Commission of South Africa. During his time at the Commission, he has acted as a Senior Cartel Investigator and Senior Merger Analyst in a variety of matters involving various industries. HB has also received training by the US Department of Justice and Scotland Yard on advanced cartel investigation techniques and attended a summer school at the University of Cambridge on EU competition and merger regulation.


Since joining ENSafrica in 2008, HB has been involved in several high profile competition matters including complaints regarding alleged collusive practices and abuses of dominance, and has acted for a number of high-profile clients in merger transactions in South Africa, sub-Saharan Africa and the COMESA states.


He has also been involved in the designing and implementation of competition law compliance and training programs for several high-profile clients and has also successfully obtained leniency, under the local Corporate Leniency Policy for several clients in a range of markets relating to their involvement in cartel activities.


HB is the author of articles written for the Business Law and Tax Review, Butterworth’s Law Reports and the Global Competition Review and was selected by the PLC to contribute to the South African chapter on Leniency in the Cross Border Handbook in 2009 and the Mergers & Acquisitions chapter in 2013. He also lecturers LLM students on a regular basis.
