Energy, Mining and Infrastructure: Plublic Bidding for Natural Gas Distribution

On January 7, 2013 there was published in the Federal Official Gazette a Ruling where by the Energy Regulatory Commission  makes an invitation to bid under the open international tender LIC-GAS-019-2012 covering the first permit for natural gas  distribution in the western geographical area, formed by the municipalities of Sayula, Tuxpan and Zapotlán el Grande, in the state of Jalisco, and the municipalities of Amería, Colima, Manzanillo, Tecomán and Villa de Alvarez, in the state of Colima.


The main points of the invitation are:

 - Cost of rules: a nonrefundable amount of $118,000.00 Mexican Pesos (one hundred eighteen thousand pesos) payable 

through the “e5cinco” system in the website: http://www.cre.gob.mx/pago/

 - Term to acquire the rules: from January 21 through February 11, 2013.

 - Clarification meeting: February 25, 2013.

 - Deadline for the favorable opinion of the Federal Competition Commission (“COFECO”) for the bidders: February 27, 

2013.

 - Deadline for notifying COFECO’s decision: May 13, 2013.

 - Deadline for opening of bids: June 10, 2013.

 - Deadline for contract award: July 1, 2013.

 - Deadline for granting the permit for natural gas distribution: August 1, 2013.


According to the Natural Gas Regulations and the terms of the permit, the winning bidder will have a twelve (12) year exclusivity 

term for the construction of the distribution system, and the receipt, transportation and delivery of natural gas within the 

geographical area.
