Bosnia & Herzegovina enacted a new Law on Public Procurement on 28 November 2014. This new legislation aims to improve current public procurement rules through key changes which will increase the level of transparency in Bosnian procurement and through more precise definitions for groups of suppliers, among other changes. Previous formalities regarding the submission of bids are resolved in a way that the bidders are now obliged to supply only statements on how they fulfil tender criteria and only the winner of a tender must submit original or certified documentation. The law came into force on 27 May 2014. The six month period prior to its application was allotted for the adoption of the bylaws. However, the bylaws are still not in force, which may affect the enforceability of the law in some aspects of its application.
