New Procedures for Securing a Construction Services License in Jakarta

On 6 May 2014, the Governor of the Jakarta Special Capital Region (Governor) issued Regulation No. 68 of 2014 on Guidelines for Granting Construction Services Licenses (Regulation 68). Regulation 68 repeals and replaces Regulation No. 47 of 2008 and this has been in force since 12 May 2014.


Regulation 68 provides a new procedure for obtaining a Construction Services License (Ijin Usaha Jasa Konstruksi or IUJK) from the Governor or Mayors in DKI Jakarta. Regulation 68 also provides the procedures for extending or amending existing IUJKs, as well as for closing a business, and re-registering Construction Services Business Entity Certificates (Sertifikat Badan Usaha Jasa Konstruksi or SBU).


Construction services providers must have an IUJK to provide construction services as Planners (perencana konstruksi), Contractors (pelaksana konstruksi), or Supervisors (pengawas konstruksi).

 
Which authority the IUJK application should be submitted to depends on the classification and qualifications of the construction services provider, eg Assistant of Development and Environment (Asisten Pembangunan dan Lingkungan Hidup) through the Construction Services Development Team (Tim Pembina Jasa Konstruksi or TPJK) or Mayor through the Construction Services Licensing Team (Tim Pelayanan Perizinan Jasa Konstruksi or TPPJK).


The TPJK and the TPPJK have 10 days as of receipt of a complete application to issue the IUJK. The IUJK will be uploaded to the web portal www.iujkjakarta.org, and allow the holder to engage in construction services throughout Indonesia.


An IUJK remains valid for three years and can be extended. The procedure for extending an IUJK is similar to that for applying for a new IUJK.

The term of an IUJK is the same as the applicant’s SBU.
