Publication of the prequalification rules for the high speed train, Mexico - Queretaro

Last January 14, the Communications and Transportation Ministry published the prequalification rules pertaining the international open tender number PO-009000988-N1-2015 awarding the construction of a high speed train project that will run  in the route Mexico, D.F. - Santiago de Querétaro, Querétaro, including the definitive executive program, construction, supply, set up and extended testing of a railway track, rolling stock, equipment, systems and other components.

Participation of individuals or entities will be welcomed, regardless of their citizenship; including companies with state participation of other countries provided their role is not of a governmental authority and with the experience as requested in the call.

For those interested in submitting a joint proposal, at least one Mexican construction company with building and construction experience must be included as member of the proposal.

In accordance with prequalification rules the awarded contractor will be obliged to:

-Provide for the design of the works until its final completion and under a mixed payment framework including a lump sum price and unitary prices.

-Development of the definitive final project, execution of the construction works of the railway, rolling stock, systems and other components for the Mexico-Queretaro High Speed Train.

-The implementation and extended testing for a period of five years, whereby contractor will be responsible for the train’s functionality and safety. This implies that the awardee must operate the train during said test period, without necessarily being the awardee for final operator.
