Fifa's New Regulation on Working with Intermediaries - National Implementations

The new FIFA Regulations on Working with Intermediaries (FIFA WRI)172 abolish the former licensing system and create a new "intermediary" status. That status is intended to increase transparency by establishing an obligation for intermediaries to sign an "Intermediary Declaration", which in turn implies registering with the respective national football association and adhering to that association's regulations. 

On 1 April 2015, the Belgian Football Association (BFA) issued its regulations on working with intermediaries 173 (BFA Regulations) that implement the new IFA RWI. The BFA Regulations' scope concern all forms of activities exercised by a natural or legal person representing "for a fee of free of charge - players and/or clubs in negotiations with a view to concluding, extending or renewing an employment contract, or representing clubs in negotiations with a view to concluding a transfer agreement".
