Paraguayan Government issues request for qualification (RFQ) for expansion of highways 2 and 7 under first PPP project

On January 23, 2015, the Paraguayan Government released the request for qualification (RFQ) for companies interested in investing in the expansion of international highways 2 and 7, which connect Paraguay with Brazil, under the Private Public Partnership (PPP) scheme.

The project contemplates the design, build, finance, operation and maintenance of an aggregate of approximately 150 kilometers, which represent investments in around USD 350 million (according to the Government’s estimates). The project involves inter alia the construction of new carriageways (a widening from 2 to 4), collector roads and an overpass.

The Government proposes to assign the collection of tolls in the cities of Ypacarai and Coronel Oviedo, in both directions, under a 30-year concession. Other government subsidies are to be defined at a later stage.

The RFQ’s deadline is March 16, 2015 at 14:00 hrs. (Paraguayan time) and the public consultation period ends on February 20, 2015. Afterwards the Government will identify 10 companies to participate in the request for proposals (RFP).

The RFP period is expected to conclude in June 2015 and the construction works are expected to finalize in 3 years.
