Profile

Barbara is an administrative law specialist focusing on national and state level environmental law issues, with particular emphasis on administrative, legislative, and counseling matters under the Clean Water Act (CWA). In addition to providing paralegal services, she serves as an administrator for a major industry group that has participated in key CWA administrative proceedings affecting the industry.

Barbara began her career at Hunton & Williams in October 1978 and, since 1993, has worked on the Environmental team. Prior to her current position, she worked on the Litigation team as a litigation professional assistant, litigation paralegal, docket clerk, and senior litigation paralegal.

Relevant Experience

  • Assist in CWA proceedings affecting the industry, including rulemakings on 316(b) requirements for cooling water intake structures, effluent limitations guidelines, whole effluent toxicity testing, total maximum daily loads, water quality standards and criteria, storm water control, and § 404 permits.
  • Serve as an administrator for a major industry group, including maintenance of the group’s client workroom and compliance with the group’s policies and procedures.
  • 18 years of paralegal experience assisting attorneys in challenges of administrative rulemakings in the federal court system.
  • Support attorneys in preparing comments submitted in federal agency rulemakings; serve as project manager for complex rulemaking comment projects.
  • Fully-trained and substantial experience in all paralegal skills, including drafting, proofreading, and cite-checking documents; communicating with clients; managing documents via database; and blue-booking.
  • Provide research and other support to attorney/client environmental counseling efforts.
  • Planned and coordinated symposiums focusing on key CWA rulemakings.
  • 7 years of paralegal experience working with litigation attorneys in all phases of trial practice, from document collection and discovery through trial and appeal in both the state and federal courts.
  • 6 years of experience in maintaining the firm’s docket system for the Richmond Litigation team.
