Brian excels at providing clear and simple solutions to complex problems. Brian represents clients before the Maine Public Utilities Commission, Massachusetts Department of Public Utilities, Federal Energy Regulatory Commission, and other local and state agencies in Maine and throughout New England. He has assisted clients in obtaining regulatory approvals for complex utility mergers and acquisitions, obtaining and opposing utility rate increases, and advocating in contested administrative investigations and hearings.

Brian represents both energy developer and energy consumer clients in negotiating energy contracts, including power purchase agreements, net energy billing credit agreements, and energy services agreements. Recently he has been involved in rulemaking proceedings to implement Maine’s net energy billing legislation (LD 1711) and has advised both utility and renewable energy company clients regarding regulatory compliance, the interconnection process, and ISO-New England procedures applicable to new distributed solar projects.

In addition to his energy and utility practice, Brian has significant appellate experience and has drafted briefs for clients before the Maine Supreme Court, Massachusetts Supreme Court, U.S. Second Circuit Court of Appeals, and U.S. Supreme Court.

Before joining Verrill, Brian served as a law clerk to the justices of the Maine Superior Court in Portland. While clerking, he co-authored a chapter in A Practical Guide to Evidence in Maine.

Brian is co-author of the second edition of Verrill's Maine Regulation of Public Utilities and a regular contributor to Verrill's energy blog, Energy Law Update.
