Christopher Parker is an attorney in the firm’s San Francisco Office, and a member of the Energy & Natural Resources practice. Mr. Parker has a broad knowledge of energy regulation, financing, and transactions, gained from experience as a judicial clerk for the California Public Utilities Commission (CPUC).

Mr. Parker’s practice includes experience with renewable and solar incentives, Net Energy Metering (NEM), Feed-in-Tariffs (FiT), power purchase agreements (PPAs), qualifying facilities (QFs), direct access, time-of-use rates, rate design, ratemaking, bonus and accelerated depreciation, the investment tax credit (ITC), interconnection, and Green Tariff issues.

Mr. Parker also has significant experience in telecommunications, environmental law, and land use regulation. His telecom experience includes representation of wireless and wireline carriers before the California Public Utilities Commission on matters related to the Telecommunications Act of 1996 and state and federal Lifeline programs, as well as work related to the Electronic Communications Privacy Act (ECPA), Stored Communications Act (SCA), and Voice over Internet Protocol (VOIP) and Internet Protocol (IP) services.

Mr. Parker’s environmental and land use experience includes preparation and defense of California Environmental Quality Act (CEQA) filings such as environmental impact reports (EIRs) at the agency level and also before the California Court of Appeal. He also works on permits and approvals required by other land use and environmental regulations.

Mr. Parker also advises clients on clean energy and climate change aspects of the Inflation Reduction Act and its impact on transactions, regulatory ramifications and tax credit benefits, including ITC, PTC and the newly added credits for storage and other technologies.

Mr. Parker was named to Best Lawyer’s “Ones to Watch” list in 2023 & 2024 for Energy Law, Environmental Law, and Land Use and Zoning Law.
