Francisco has over 16 years of experience in the legal field. He specializes in Public Law, Public Procurement & Regulation, Energy & Infrastructure, and Telecommunications, Media & Technology. His expertise in these practices includes advisory in governmental affairs, project bidding and public contracts, policies, as well as public strategies and acquisitions on behalf of the State. Likewise, he is an active litigant in matters related to these practices. Francisco began his professional career as an Associate at Bufete Rojas Franco y Asociados. He left to become Legal Manager at Aeris Holding Costa Rica S.A., where he counseled on matters regarding Juan Santamaría International Airport. He later joined BLP as an Associate for a period of time, and subsequently worked as Legal Manager of Globalvia Ruta 27 (Autopistas del Sol S.A.). In 2017, he returned to BLP, applying his extensive knowledge of infrastructure and public procurement dealings with the government of Costa Rica. Francisco has published numerous academic and opinion articles in the press and specialized journals. He has directed the Ibero-American Journal on Public and Administrative Law, produced by the Ibero-American Association and Institute of Administrative Law “Prof. Jesús González Pérez” and the Association and Public and Administrative Law of Costa Rica. Moreover, he has taught Public and Administrative Law as a professor at the Universidad Latina de Costa Rica. Francisco graduated with honors from the Universidad de Costa Rica and has a Master’s Degree in Public Law from the same university. Additionally, in 2010 he completed a Specialization in Telecommunication Regulation. In 2012, he obtained a diploma in Business Management for Attorneys from INCAE Business School and in 2016 earned a degree in Economic Regulation and Competition from the Universidad de Valladolid, Spain. He is based in San José, Costa Rica.
