Jerett provides advisory and litigation services to cities, transit agencies, water districts, and other public agencies on matters including public contracting, code enforcement, public records, revenue measures, and constitutional issues. He also provides strategic business advice to non-government entities on navigating administrative processes, such as obtaining entitlements and regulatory compliance.

Jerett assists public agencies to structure procurement processes for public works projects, and to handle the accompanying complexities of such projects, including resolving conflicts of interest, negotiating contracts, complying with prevailing wage requirements, and defending bid protests. He has particular expertise in the effective utilization of alternative project delivery methods, such as progressive design-build, public-private partnership, and construction manager/general contractor approaches, in contexts ranging from transit projects to hospitals to water infrastructure.

Jerett also counsels public agencies on compliance with civil rights requirements, such as Title VI of the Civil Rights Act. He has experience analyzing the potential effects of government actions, such as transit fare and service changes, on minority and low income populations, and in developing compliance procedures. Jerett previously investigated and adjudicated Title VI complaints involving permitting of environmental facilities as an attorney-advisor with the U.S. Environmental Protection Agency’s Office of Civil Rights.

During law school Jerett clerked for Public Advocates, the East Bay Community Law Center, and the U.S. Department of Justice, Civil Rights Division. Prior to attending law school, he worked as a tenant organizer in Chicago.
