Profile
Lawyer with extensive experience in legal matters related to public procurement, infrastructure projects and public law. In the year 2013 obtained a Master in Administrative Law after submitting a dissertation on the administrative reforms of territorial entities and in the year 2014, obtained a specialisation degree in Public Procurement and its Management from the same University.
Recently, with the support of a scholarship-loan granted by Colfuturo, Mr. Parra completed with merit a Master of Science in Public Policy and Administration with specialisation in Public Management from The London School of Economics and Political Science (LSE).
Julián Parra has participated in several academic journals specialised in infrastructure, public procurement and administrative law. Similarly, he has advised several national and international companies in their participation in public procurement procedures undertaken by different Colombian public and private agencies.
He has been distinguished for leading the legal advice of road and port infrastructure projects (negotiation of EPC contracts, structuring port concession requests, regulatory matters, etc.) and for advising aspects related with utilities. Moreover, Mr. Parra advised multinational companies in their participation and/or structuration of Public-Private Partnerships for the development of roads, social infrastructure and public lighting projects.
Recently, he has advised several companies in all the legal aspects related to the “Forth Generation Toll Road Programme†implemented in Colombia.
