Profile

Julio has practiced law for 15 years. He specializes in Banking & Finance, Private Equity & Venture Capital, and Energy & Infrastructure. Chambers and Partners – a renowned legal publication – has ranked Julio as an “Associate to Watch” for his year-to-year growth in the area of Banking & Finance. In Banking & Finance, Julio has assisted both financial entities (domestic and international commercial banks and multilateral organizations) and borrowers in connection with multi-jurisdictional and local credit transactions. His fields of expertise include corporate finance loans, asset acquisition financing, structured finance transactions & derivatives, mergers and acquisitions financing, real estate lending transactions and re-financing. Julio has also participated in domestic and international capital market transactions involving the issue of securities, securitizations, regulatory authorizations, initial public offerings, and project bonds. In Energy & Infrastructure, Julio has engaged in regional counseling for the design and funding of public infrastructure projects, such as land and air transportation, renewable energies (e.g., solar, water, geothermal, and wind power sources), and financing of the largest hydro-electric project in the region. Moreover, Julio has participated in public infrastructure financing transactions through the issuance of project bonds in capital markets, the negotiation of power purchase contracts, the coordination of due-diligence procedures, and the acquisition of asset portfolios consisting of energy projects within a number of countries in the region. Julio has been engaged in the negotiation and funding of public works concession agreements and has also advised construction companies during international public bidding processes with governmental entities. He joined BLP team as an Associate in 2011 after serving as Legal Counsel of HSBC Bank. Julio also worked as an associate in a number of firms including Feinzaig, Scharf & van der Putten, Nassar Abogados and KPMG. In addition, he worked as an intern for the Non-Sovereign Guarantee Section of the Inter-American Development Bank (IDB) in Washington DC. Julio graduated from the Universidad Escuela Libre de Derecho in 2003 and also obtained a master’s degree in Banking & Finance Law from Boston University in 2009 while working as an intern for both the university and the OAS. He also completed training courses on Financial Derivatives at the International Swaps and Derivatives Association (ISDA). He is a member of the Board of Directors of the Costa Rican Bar Association, and is based in San José, Costa Rica.
