Profile

For 15 years Luis has specialized in Public Law, Public Procurement & Regulation, while also earning a standout reputation for Dispute Resolution, including litigation and arbitration. For several years in a row, the authoritative publications, Latin Lawyer and Chambers and Partners, have ranked Luis as a top attorney for his extensive accomplishments, and praised his leadership skills. In his practice areas, Luis provides advice on government bidding procedures, public procurement, public policy and strategies, and acquisitions by the State. He is also an active litigator in Public Law cases. After working at the international accounting firm KPMG, Luis became an Associate of the law firm Rojas Franco Asociados, leaving in 2006 to join BLP, where he became a Partner in 2010. Luis’ academic background is extensive: a law degree from the Universidad Autónoma de Centroamérica in 2000, a master’s degree in Internal Public Law of the Universidad Carlos III of Madrid in agreement with the Universidad Autónoma Centroamericana in 2004, postgraduate studies in Administrative Law, Economic Regulation and Public Services at the Universidad de Salamanca in 2007, a diploma from the Business Administration for Lawyers Degree Program from INCAE in 2011, a certificate from the Mexican Federal Regulatory Improvement Commission in 2012, and a degree in Regulation and Competition from the Universidad de Valladolid in 2016. His academic achievements have earned Luis a professorship in Constitutional Lw at the Escuela Libre de Derecho where he has taught since 2010. He also serves on the Degree Examinations Board of the Masters in Public Law of the Teaching and Research Institute of the Universidad Autónoma de Centroamérica. He has written nine books and thirty articles on his specialties. Confirming his expertise are several high-level advisory positions, including legal advisor of the Costa Rican Chamber of Banks and Financial Institutions, statutory auditor of the Board of Directors of the Chamber of Investment Funds, and Co-Coordinator of the Administrative Law Commission of the Costa Rican Bar Association. Presently, Luis serves as chairman of the Costa Rican Association of Regulation Policy Studies, and Secretary of the Board of Directors of the Executive Committee of the Ibero-American Association of Regulation Policy Studies. His other distinguished memberships include the Center for Studies on Administrative and Environmental Law of the Faculty of Law of Universidad de Sao Paulo, the Costa Rican Institute of Procedural Law, the Broadband and Training Commissions of INFOCOM, and the Commission for the Drafting of the Regulation on Public-Private Alliances of the Construction Chamber of Costa Rica. He is a certified arbitrator of the Universidad para la Cooperación Internacional and the Latin American Center of Business Arbitration. In addition, Luis has been a lecturer at the Administrative Law Conferences at the Universidad de Costa Rica and at the Bar Association of the Province of Buenos Aires, Argentina. He has also addressed the Ibero-American Congress on Economic Regulation held in Brazil, Peru, Colombia, and Argentina. Luis is based in San José, Costa Rica.
