Profile

Nadine advises academic medical centers, health systems, health plans, and research organizations as well as biopharmaceutical, device, and technology companies on health care regulatory issues, with an emphasis on health information privacy and clinical research.

Privacy & Data Protection

Nadine counsels clients on complex matters involving privacy and data protection laws including matters relating to the use of health information in large-scale data analytics, genomics research, consumer health websites and mobile applications, distributed data research networks, clinical integration, and population health management programs. She regularly advises on compliance with HIPAA as well as other federal, state, and international laws, including the EU General Data Protection Regulation (GDPR).

Nadine has supervised privacy assessments and developed compliance programs to manage regulatory risk for leading universities and global companies. In addition, Nadine has deep experience in data breach response. She has managed numerous large-scale data breach incidents including those involving cyber-attacks, and has successfully defended academic medical centers that were the subjects of federal data breach investigations.

Life Sciences

In the life sciences sector, Nadine advises biopharmaceutical companies on an array of patient privacy matters including the collection and use of patient information in connection with risk evaluation mitigation strategies (REMS) and patient support programs and data privacy issues arising in commercial agreements. In addition, she works closely with technology companies to help them understand and navigate the complex intersection of U.S. privacy laws central to digital health product development.

Before joining Verrill, Nadine was Deputy General Counsel at the Patient-Centered Outcomes Research Institute (PCORI), where she advised the organization on matters related to scientific oversight of comparative effectiveness research, data sharing, programmatic initiatives tied to patient engagement, and dissemination of research findings. Prior to her role at PCORI, Nadine was a partner at Hogan Lovells in the Health and Privacy & Information Management practice groups. She began her career as an associate at Choate, Hall & Stewart, where she focused on Medicare reimbursement matters, health care transactions, and government investigations. Nadine also served as an attorney at the U.S. Department of Health and Human Services, Office of the General Counsel, where she provided legal guidance to program officials at the Centers for Medicare & Medicaid Services, including advising on the development of several National Coverage Determinations.

While in law school, Nadine earned a Master of Public Health from Boston University School of Public Health. Through that training and her time spent advising from within an institutional setting as senior in-house counsel, Nadine has developed a solid understanding of the unique challenges and issues that arise in operating complex, de-centralized health care organizations.
