Profile

Pamela has been a lawyer for more than 20 years. To her practice specialty, Competition & Antitrust, she brings a distinguished background. She was counsel and executive director of the Commission for the Promotion of Competition for nine years. She has been a member of the National Supervisory Council of the Financial System and a Board Director of the Public Services Regulation Authority. In 2015, Pamela joined BLP as Special Counsel following the firm’s merger with Weinstock Abogados, at which she had been a Partner. Pamela has advised on the authorization of mergers, the filing and defense of claims before the relevant authorities, and the conduction of audits and compliance programs that help prevent and avoid anti-competitive behavior. In addition, she has worked as a consultant for competition authorities in Costa Rica and other countries, as well as for international organizations such as the World Bank, the United Nations Conference on Trade and Development (UNCTAD), the Inter-American Development Bank, and the United Nations Commission for Latin America and the Caribbean. She has been recognized by local and international institutions as an outstanding lawyer in her practice area. In 2001, the financial newspaper, El Financiero, cited Pamela as one of the four “Best Public Servants of the Administration,” and ranked her within the category,“40 professionals under 40.” The daily newspaper, La República, has honored Pamela with the distinction, “Executive of the Year.” Pamela obtained her Law degree from Universidad de Costa Rica in 1996. In 1999, she earned a master’s degree, with distinction as a Chevening Scholar, in Regulation, Competition and Public Service Regulation from the London School of Economics and Political Science. She is currently a professor in Competition Law at the Universidad La Salle and a member of the Consultant Experts Group of Competition and Consumer Protection Policies in Latin America, a program of UNCTAD. Pamela is also a coach for the online program “Competition Policies” organized by the IDB and designed for competition authorities in Latin America. She is based in San José, Costa Rica.
