Profile

Samantha is a member of the Planning and CPO Team based in the Manchester office. She has experience of advising on all aspects of planning and highways law, together with the law relating to compulsory acquisition and compensation.

Samantha acts for local planning authorities and public and private sector developers in connection with the various stages of the planning application and consenting process, with a particular expertise in the renewable energy, infrastructure, mixed use and housing sectors. She advises clients in relation to planning applications which are being determined locally, together with called-in planning applications and those at appeal. Samantha has also acted on a number of planning focused judicial review and statutory High Court challenges.

Samantha’s experience includes the consenting and delivery of largescale regeneration and infrastructure schemes, which necessitate the use of powers of compulsory acquisition in order to facilitate land assembly.

Her recent experience includes:

  • advising Stockport Metropolitan Borough Council on the compulsory purchase orders to deliver a comprehensive package of highway improvements as part of the Council’s Town Centre Access Plan. The aim of this multi-modal plan is to tackle congestion and barriers to movement within and around the town centre, including by improving the existing links between the M60 motorway and the A6 Wellington Road North, in order to support and enhance the local economy, provide access to jobs, improve community wellbeing and create a vibrant town centre environment.
  • acting for Liverpool City Council and St Modwen Developments Limited in connection with a Lands Tribunal reference arising from The Liverpool City Council (Great Homer Street District Centre) Compulsory Purchase Order 2011, pursuant to which shop premises comprised within the former Great Homer Street parade/local centre, located on the east side of Great Homer Street in the north of Liverpool, were acquired. Project Jennifer, the £150 million regeneration scheme underpinning the Order, has delivered a new supermarket, District Centre, health and leisure facilities, and improved public realm, with the site being located approximately 1.5 miles north of the city centre; and
  • advising Thomas Cook UK Limited on Network Rail’s application for a Transport and Works Act Order (Werrington Grade Separation Order) in respect of the construction of a rail chord (line) to provide a new connection between the Stamford lines, to the west of the East Coast Main Line (ECML) and the Great Northern Great Eastern rail lines, to the east of the ECML, thereby removing the existing conflict between the freight trains and occasional passenger services which have to pass over the high speed East Coast lines.

Samantha regularly speaks at internal and external seminars aimed at local authority, public sector and private developer clients. She also delivers training for the RTPI, RTPI Young Planners and RICS.
