Profile

Samantha is a senior land use planner in the firm’s capital finance and real estate team.

Samantha assists clients with all aspects of land use and zoning matters, including diligence, rezoning, preparation of development documents, such as subdivision and easement documents, special exception and comprehensive amendment applications. Her work touches a variety of asset classes such as data centers, residential, industrial, commercial and mixed-use projects across Northern Virginia.

She has particular experience in land use and zoning matters in the counties of Loudoun and Fairfax and in James City County, and has prepared and managed land development applications and represented clients before public bodies and community groups. From 2010 to 2016, Samantha was a Land Planning and Entitlements Manager with Pulte Home Corporation where she was responsible for project due diligence, feasibility budgets and schedules, planning and entitlement, budgeting activities and governmental review. Her prior experience working for one of the country’s largest homebuilders enables her to deeply understand the business implications of the entitlements she achieves for her clients.

Relevant Experience

  • Reston Station and Reston Row—Approval to amend the governing entitlements to shift unbuilt density from Reston Station to the more Metro-proximate location at Reston Row, resulting in more than 3 million square feet of density supported by a multi-modal transportation and urban park network in Fairfax County.
  • Reston Station and Reston Row—Approval of a comprehensive sign plan and amendment for the overall neighborhood including daring, ground-breaking signage and art concepts in Fairfax County.
  • Arrowbrook Centre—Approval to amend the final land bay to absorb the unused density from the six completed land bays and shuffle the uses within Land Bay A in Fairfax County.
  • Fairfax Hunt Estates—Entitlements to permit a small infill residential community and the preservation of a circa-1790 log house on 8.87 acres of land in Fairfax County.
  • Williamsburg Place—Approval of a Special Use Permit on 7.75 acres to allow the existing psychiatric and rehabilitation facility to expand their existing footprint in James City County.
  • South Alex—Approval of a comprehensive sign plan for multi-family residential and non-residential uses within a vibrant, art-inspired, pedestrian-friendly mixed-use community in Fairfax County.
  • Pickett—Entitlement of 3.7 acres of underdeveloped land with a neighborhood consisting of 50 townhomes in the City of Fairfax.
  • Waxpool Crossing—Entitlement of 18.76 acres of underdeveloped land with a diverse multi-family neighborhood with up to 400 multi-family residences in Loudoun County.
  • Passport—Approval of a comprehensive sign plan for a 360,000 sq. ft. vibrant pedestrian-friendly multi-family residential building within close proximity to the Innovation Center Silver Line Metro Station in Fairfax County.
  • Dulles Berry—Approval of a zoning concept plan amendment to remove the building footprints shown on the applicable, approved concept development plan and permit the development of data centers in Loudoun County.
  • Montebello—Entitlement of 84 acres to permit the development of an age-restricted community with a mix of condominium, single-family attached and single-family detached homes for a total of 406 units in Loudoun County.
  • Business Court—Approval of a zoning conversion for an 8.14-acre in Loudoun Gateway Center from the Route 28 Tax District to the PD-IP zoning district under the 1993 Loudoun County Zoning Ordinance and the Revised 1993 Loudoun County Zoning Ordinance to introduce significant additional by-right uses as principle and auxiliary uses, and more up-to-date ordinance requirements, such as building heights and density.
  • True North Data—Entitlement of 105-acre, 750,000 sq. ft. secure data center campus within the Transportation Policy Area of Loudoun County.
  • Arcola Center—Entitlement of 375-acre mixed-use project in Loudoun County, to permit 2,350,000 sq. ft. of data center uses in order to introduce a Google data center campus to the project. The new Google campus will accompany 1,169 residential units and 1,280,000 sq. ft. of commercial/retail uses to complete the mixed-use development. The project will also facilitate the construction of several key regional transportation improvements.
  • RTC West—Entitlement of 13.8 acre, 662,720 sq. ft. of additional residential space, 650,500 sq. ft. of additional office space and 36,250 sq. ft. of additional ground-floor retail for a pedestrian-friendly, mixed-use development with a substantial residential component within walking distance of the Reston Town Center Metro Station.
  • Fort Drive Self-Storage Facility—Entitlement of 3.42 acre, 103,212 sq. ft. high-quality self-storage facility in Fairfax County.
  • Lake Fairfax Suite-Style Hotel—Entitlement to redevelop an existing surface parking lot with a 98,500 sq. ft. suite-style hotel while maintaining the existing 41,348 sq. ft. office building on site in Fairfax County.
  • Aperture—Approval of a comprehensive sign plan for a 417,259 sq. ft. vibrant transit-oriented pedestrian-friendly multi-family residential building within walking distance of the Wiehle-Reston East Metro Station in Fairfax County.
  • Beacon at Groveton—Approval of a comprehensive sign plan amendment for a mid-rise multi-family building with ground-floor retail along Route 1 in Fairfax County.
  • Station on Silver—Entitlement of a comprehensive sign plan for a 415,000 sq. ft. transit-oriented mid-rise multi-family residential building, branded as the Station on Silver, within the mixed-use development known as Dulles Station within walking distance of the Innovation Center Metro Station in Fairfax County.
