Scott L. Selinger is a government policy advisor whose practice is built on an extensive career in government relations and public service. Prior to joining Dykema, Mr. Selinger was Legislative Director for the Taxpayers’ Federation of Illinois (TFI), serving as the key liaison between the organization and the State’s Department of Revenue, General Assembly and Executive Branch on state and local taxation issues, with a focus on corporate taxation matters, state business tax incentives and overall state budget policy.

Mr. Selinger also previously served as the Director of Government Relations for the Illinois Bankers Association (IBA). Serving as the association’s key liaison with state regulatory agencies and members of the Illinois General Assembly, he developed, advocated and implemented the IBA’s legislative agenda, and fostered constructive working relationships with key members of the banking, judiciary and business committees in the legislature.

Mr. Selinger’s predecessor experience also includes legislative liaison work in the Illinois General Assembly for the Illinois Department of Financial and Professional Regulation (IDFPR), focusing on professional licensure and regulatory issues. In that role, he helped the agency centralize the regulation of nearly one million individuals in the financial, insurance and professional licensure industries in Illinois.

Prior to that, he served on the Illinois House Democratic Staff and specialized in strategic caucus initiatives including media relations, constituent outreach and legislative agenda development for various legislative members. In addition, Mr. Selinger is also an accomplished campaign operative, having directed successful re-election victories for two state representatives as well as advising numerous other state and local officeholders.

Illinois 2020 Election Ramifications

While a few legislative races are still being tabulated, Democrats maintained their supermajority status in both the Illinois House of Representatives and Senate in this election cycle. Current projections, that are subject to change pending mail-in ballots, are for a Democrat supermajority of 72-46 in the House and 41-18 in the Senate. This was not an unexpected outcome, though most pre-election predictions had the Democrats achieving an even wider gap in the Legislature...
