The ANH Modified CEPI Selection Process through Addenda No. 4 and 5

In recent days, the National Agency of Hydrocarbons ("ANH") published Addendum No. 4 and Addendum No. 5 to the CEPI Selection Process.

Addendum No. 4 introduces modifications to the schedule of the second round of the CEPI Bidding Process, as set forth below:


Second Round



Disclosure and Information Phase

Publication of the Land Map with the areas of the Research Projects offered to be subject to the Coordination and Concurrence Procedure Nation – Territory.


Determination and delimitation of areas for the Proposals for the Research Project.


Participant Enabling Phase

Submission of the Qualification documents.

12/14/2020 to 01/15/2021

Study of documents by ANH, clarification, supplementation and/or adjustments requests.

12/14/2020 to 01/28/2021

Publication of the Preliminary Qualified List.


Comments to the Preliminary Qualified List.

29/01/2021 and 01/02/2021

ANH's response to comments to the Preliminary Qualified List and publication of the Final Qualified List.


Proposal Presentation, Evaluation and Qualification Phase

Submission of Proposals.


Evaluation and qualification of Proposals.

15/02/2021 to 26/02/2021

Publication of the Preliminary Eligibility Order.


Comments to the Preliminary Eligibility Order.

03/02/2021 and 03/03/2021

ANH's response to comments to the Preliminary Eligibility Order.


Publication of the Final Eligibility Order.

On the other hand, Addendum No. 5 modifies Annex No. 1 of the CEPI Selection Process named: "Instructions for Completing Forms and Commitments" in order to establish that the figures to be included in the forms of legal capacity and financial-economic capacity that are not expressed in Colombian pesos, and that are not included in the weekly publication H10 of the Federal Reserve of the United States of America, shall be converted to US dollars by applying the exchange rate certified by the Central Bank of the Participant's country of origin.

 It is important to remember that the CEPI Selection Process aims for National Government to obtain the minimum information required to define the public policy regarding the implementation of the Fracking in Colombia.
