SyCipLaw Partners Rose Marie M. King-Dominguez and Franco Aristotle G. Larcina, with support from Senior Associate Ruben P. Acebedo II, participated in the World Bank Group’s Enabling the Business of Agriculture 2016: Comparing regulatory good practices. The report examines regulations that impact private enterprise in the agriculture and agribusiness sectors. The report aims to promote smart regulations that ensure safety and quality control, as well as efficient regulatory processes, that support thriving agribusinesses.

The report presents country-level results on six topics: Seed; Fertilizer; Machinery; Finance; Transport; and Markets. Two overarching themes—gender and environmental sustainability—are embedded in the indicators developed under each topic to ensure that the indicators encourage inclusive and sustainable practices. The indicators presented in this report look at whether national regulatory systems enable agribusiness start-ups and operations; have provisions for plant protection, safety standards for agricultural machinery and quality control for seeds and fertilizers; and facilitate trade of agricultural inputs and products.

This edition covers 40 countries including, among others, Bangladesh, Bosnia and Herzegovina, Burkina Faso, Chile, Côte d’Ivoire, Ethiopia, Ghana, Guatemala, Kenya, Lao PDR, Morocco, Myanmar, Niger, the Philippines, Russian Federation, Spain, Sudan, Tanzania, Uganda and Vietnam.The World Bank Group’s Enabling the Business of Agriculture 2016: Comparing regulatory good practices full report and data set are available atrhttp://eba.worldbank.org/.
