EU public procurement procedure for Euskirchen City Hall concluded with Heuking

Cologne-based Heuking partners Ulf Christiani and Susanne Christine Monsig advised the City of Euskirchen on matters of public procurement law in the Europe-wide public procurement procedure for the construction of its new City Hall. The public procurement law experts assisted the city in designing the negotiated procedure and drafting the general contractor agreement and supported it throughout the procedure until the contract award. assmann GmbH (Dortmund) advised the city on technical matters.

The new building will be constructed on the corner of Roitzheimer Straße and An der Vogelrute. Scheduled for completion by mid-2026, the new City Hall will comprise an area of some 15,000 square meters for about 365 city officials. The building will be designed and constructed by Depenbrock as general contractor at an expected cost of EUR 58 million. Its subcontractor, Munich-based architectural firm Brechensbauer, Weinhart und Partner, will contribute the construction plans for the project.

The new City Hall is expected to advance the neighborhood development of Euskirchen’s southern inner city. Constructed in accordance with the new federal subsidy for efficient buildings and designed to be used without fossil fuels, the new building will replace Euskirchen’s old City Hall, which was built in 1952 and no longer meets the demands of modern administration.
