Hunton & Williams' Stuart Raphael Appointed Solicitor General of Virginia

January, 2014 - Richmond, Virginia

RICHMOND, Va. — January 7, 2014 — Hunton & Williams LLP announces that its partner, Stuart A. Raphael, has been appointed the Solicitor General of Virginia by Attorney General-Elect Mark Herring. General Herring, who will be sworn in on January 11, said that Raphael will be a key player on his "dream team."

"Stuart is the embodiment of excellent service and is universally respected by clients and his peers. We are very proud of him and know he will bring the same dedication to the Commonwealth as he has to our firm and our clients," said Wally Martinez, Hunton & Williams’ managing partner.

"In private practice, Stuart has actually already served as lead counsel in some of the landmark legal decisions involving the Commonwealth in recent years, and we're fortunate to be able to bring a litigator of his talent into public service," Herring said. Raphael's cases include Virginia v. Maryland, in which he served as special counsel for Virginia in an "original action" in which the United States Supreme Court held in 2003 that a 1785 Compact gave Virginia the right to withdraw water from the Potomac River and to build waterway improvements extending across the boundary line, without Maryland's permission.

At Hunton & Williams, Raphael has focused on complex trial and appellate litigation, state and local government law, product liability, water rights, and energy and environmental litigation. His clients include Fortune 500 companies, governmental bodies, and one of the largest public water utilities in the United States. He also has more than 20 years' experience advising municipal clients on constitutional rights and key Virginia laws governing the performance of official duties, including the Virginia Freedom of Information Act, the Virginia Public Procurement Act, and the State and Local Government Conflicts of Interest Act
