Profile

Anna Laird uses her engineering degree and experience ‎working for both state and federal environmental ‎agencies to advise clients on environmental regulatory ‎compliance, including permitting requirements and ‎procedures. She also litigates in federal and state courts ‎and before administrative tribunals, and draws on her ‎agency background to help clients with strategic ‎decisions and solutions. ‎

Prior to joining Schwabe, Anna served as a law clerk with ‎the Oregon Department of Justice Natural Resources ‎Section, externed with the United States Department of ‎Justice Environment and Natural Resources Division’s ‎Environmental Enforcement Section, and externed with ‎Magistrate Judge Stacie F. Beckerman at the U.S. District ‎Court for the District of Oregon. ‎

During law school, Anna was a member of the ‎Environmental Law journal serving as Ninth Circuit Review ‎Editor. In the autumn of 2021, she completed Schwabe’s ‎Fall Clerkship program.‎

Professional Career

Significant Accomplishments
  • Advised a client on air permitting requirements and represented a client in an administrative challenge to a DEQ penalty assessment for air pollution control violations.
  • Advised client in a land purchase, including conducting environmental contaminant due diligence analysis, integrating findings into the purchase and sale agreement, and providing ongoing advice on environmental compliance.
  • Reviewed trial records, researched the applicable law, and drafted legal memoranda and court opinions for trial attorneys litigating enforcement actions out of Environmental Protection Agency Regions four and nine.
  • Analyzed and summarized complicated legal documents and suggested alterations to ensure equity and best representation for clients in the environment, energy, and resources industries.
  • Edited and compiled case summaries for publication on behalf of Lewis & Clark Law School.
