Kate represents nonprofit academic medical centers and hospitals, medical practices, federally qualified health centers, and other health care providers on a wide range of transactional and regulatory matters. She frequently advises institutional and individual health care providers on a variety of business transactions, including mergers and strategic affiliations, accountable care organizations, physician contracts and ancillary services agreements. She also counsels health care providers and health data organizations about compliance with health care laws, including HIPAA, HITECH and state privacy and security laws, fraud and abuse laws, EMTALA and informed consent. As legal counsel to a number of health data organizations, including Maine's fully operational state-wide health information exchange, Kate has negotiated data use agreements with integrated delivery systems and developed health data policies. Kate also worked with a broad range of stakeholders as a member of Maine's Health Information Technology Legal Working Group to establish statutory changes to facilitate the electronic exchange of health information.

Kate is Vice Chair of the firm's Health Care Group and Chair of the firm's Health Technology Group. She has served in numerous other firm management roles including as a member of the firm's strategic planning committee, diversity committee and as the firm's pro bono coordinator.

A former Peace Corps volunteer and project director, Kate has established a precedent of community service that she has continued as a member of the Board of Directors of VNA Home Health and Hospice, Chair of the Maine State Bar Association's Health Law Section and as an active member of the Maine Hospital Association work group created to review advance directives laws and legal forms.
