Health care regulatory counsel backed by government experience

Ryan Torres advises clients on health care regulatory matters such as Medicare, Medicaid and managed care matters, including federal and state statutory and regulatory compliance and litigation surrounding fraud, waste and abuse. He also handles enrollment denials and terminations, audits, overpayment determinations, reimbursement, agency sanctions, HIPAA, Anti-Kickback, Stark, government and internal billing investigations, and responses to record requests and subpoenas. Ryan's clients include:

Before joining Quarles, Ryan served as deputy general counsel for the Indiana Family and Social Services Administration (FSSA), where he acted as the lead counsel and litigator for the Indiana Medicaid program. He advised the Office of Medicaid Policy and Planning on a variety of issues, including agency action, reimbursement authority and program integrity. He also served as the primary liaison and counsel between FSSA and Indiana’s Medicaid Fraud Control Unit on investigations and represented the FSSA in negotiations with various providers, provider associations, legislative representatives and other stakeholders in reimbursement matters and disputes.
